Да, причём довольно хитрая там расшифровка, если правильно помню. Со временем идентифицируем.

It is unusual to see Hungarian lamps made with this dot code style.  It was used previously by Thorn Lighting in England, and in 2006 the machinery of Thorn was transferred to Tungsram in Nagykanizsa, and they used these old dots for a short time. 

The left group of 2 dots gives the year.  There can be up to 5 dots, 5 = 2004, 4=2005, 3=2006, 2=2007, 1=2008, etc, running on 5 year cycle.

The right group of dots gives the month.  There can be up to 6 dots, sometimes with a dash.  If the dash is present, it indicates first half of the year.  6=January/July, 5=February/August, 4=March/September, and so on.

So this particular lamp was made August 2007.

Наверно имеет смысл перевести расшифровку кода. Левая группа из 2 точек даёт нам год. Она может содержать до 5 точек, 5=2004, 4=2005, 3=2006, 2=2007, 1=2008 и так заново, с периодом 5 лет. Правая группа содержит месяц. Там может быть до 6 точек, иногда с чёрточкой. Если чёрточка присутствует, это означает первую половину года, 6=январь/июль, 5=февраль/август, 4=март/сентябрь и т.д.

Таким образом, эта конкретная лампа изготовлена в августе 2007 г.

In the same way encode the date of manufacture Sylvania and Westinghouse in the United States.

Why not 2002 or 2012?

The coding also gives the possibility of 2002 or 2012.  However if it was 2002, then it would be marked Made in Britain (the production of this lamp was moved from Britain to Hungary in 2006).  And by 2012, the factory in Hungary was no longer using this system of dots.
